system_certmanager.php: Following a link from a user to add a certificate does not present the "Choose an existing certificate" option

Description

Edit an existing user and click the + to add a certificate and the browser is taken to system_certmanager.php?act=new&userid=x (x=the ID of the user). This screen should have an option in the Method list to Choose an existing certificate, but it's not there.

To me, I have a fix. Typo in a variable name.
