Getting this message:

It has cut my assignment off to 9 DHCP addresses on my primary LAN, but I have multiple LANs on my SG 4860. This looks like a licensing problem
Noticed that my DHCP service had failed, and of course I can't start it up because of this issue.

This has nothing to do with 10 leases or licensing. Your problem is "Interface igb0 matches multiple shared networks" and there's no info here to debug your misconfiguration. Not to mention that it does not belong here, use https://forum.pfsense.org/ for help; this is a bug tracker.
