quagga not starting after upgrade - initial boot

Description

initial boot after upgrade:
  • quagga not started, it is upgraded/installed
  • service can be started manually by GUI or procedure in forum post (& possibly by other means)
    2nd boot: quagga OK

I can not find any errors in any kind of logs.
I'm guessing the initial boot upgrade code for quagga forgets/fails to start the service ?

i've seen this occur when upgrading from 2.3.2 --> 2.3.3 / 2.3.3 --> 2.3.4

forgot to mention that quagga is mainly used to supply routes over openvpn site2site tunnels

I haven't seen this happen in quite some time. It starts up after every upgrade here, and I upgrade test VMs with quagga almost daily.
