Gateway Routes (Default Routes) not removed in Kernel when removed from GUI

Description

When I disable the Gateway (default) in System > Routing > Gateways it is still visible as a static route in Diagnostics > Routes with the Flags UGS
When I remove the Gateway (default) in System > Routing > Gateways it is still visible as a static route in Diagnostics > Routes with the Flags UGS

After a reboot with removed Gateway the route with the Flags UGS is gone
This was seen different Pfsense Systems with 2.4.2_1

on 2.4.5 this is true only for dynamically assigned gateways (WAN_DHCP),
manually added gateways are correctly removed from routing table on disable/remove

for 2.5 see #10397

disabling/disconnecting the WAN_DHCP interface will remove the default route
