closedHA sync : files voucher_{$cpzone}.cfg and voucher_{$cpzone}.public are not created on save in /var/save when enabling vouchers on master.

Description
When HA and vouchers are enabled, vouchers can't be used on the slave because the files used by /usr/local/bin/voucher
are not created (despite public and private keys being trnsfered to the slave)
This has strong "side effects" on the slave :
- When retriving a voucher roll, the generated CSV is empty on slave.
- Also, testing a voucher from the "Status->CaptivePortal" page give "invalid magic !"
- When vouchers do expire, slave does not consider the expiry
- Users are not able to login from the slave.
Clicking on "save" on the slave voucher page solve this issue, but I think it would be better to automatically generate these two files on the slave when captiveportal sync is ensabled in System-> High Avaliablity settings

Ooops
I meant these two files are not created on *salve in */var/etc
and also despite public and private keys being *transfered to the slave
