Since OpenVPN 2.4.8 has been released it would be nice to include it in all branches of pfsense.

I do not see anything in the changelog that makes it compelling to rush a move on the base/FreeBSD side of things. We'll pick it up naturally through ports updates in pfSense 2.5.x.
There are plenty of improvements to the Windows client, however, so it would be beneficial to update the OpenVPN Client Export package. I've updated this issue accordingly.
Note that the Windows installer split again as there are now two separate 2.4.8 installers, one for Windows 7/8/8.1/Server 2012r2 and one for Windows 10/Server 2016/Server 2019.

OpenVPN Client Export package version 1.4.19 is up with Windows installers for OpenVPN 2.4.8 (Win10 and Win7)
