pfBlockerNG dashboard widget position is not maintained when updating

Description

Subject says it all, when packages like e.g.pfBlockerNG are updated, they lose their assigned slot in the home screen widget layout, and are simply added at the end. This means, the home screen layout has to be regularly manually readjusted to remain in a desired configuration.

This affects all current versions, incl. 2.5.0 prereleases.

It's not a general pfSense dashboard/widget/package issue. pfSense doesn't change those widget positions. That's the pfBlockerNG install code doing it, so this issue only affects pfBlockerNG
