It would be good to add into Flow Contol section of https://docs.netgate.com/pfsense/en/latest/hardware/tuning-and-troubleshooting-network-cards.html info about chelsio NICs, due one is often used with pfsense:
cxl.0.pause_settings=0 disabling flow control
cxl.0.pause_settings=3 return to default settings
