Allow FRR BGP Neighbors to be active in both IPv4 and IPv6

Description
BGP can carry routes for both IPv4 and IPv6 to a single neighbor of either type. Currently the code only activates the neighbor in the AF which matches the neighbor peer address AF.
Add a checkbox to activate the neighbor in both IPv4 and IPV6 unicast AFs.

it is working if the network(IPv6) added to "Networks to Distribute"
it does not Redistribute connected networks(IPv6) and Kernel(IPv6) .
This has nothing to do with networks to distribute or similar route controls. This only controls whether or not BGP will transmit IPv6 routes to an IPv4 peer or vice versa.

FreeBSD 12.2-STABLE
Checkbox "Address Family: Allow neighbor to advertise and receive routes for both IPv4 and IPv6" were added.
This feature request can be marked resolved.
