Description

Add "Skip extra data" checkbox to allow skipping backup/restore:
- Captive Portal DB (#10868), Captive Portal UsedMACs (#10856);
- Vouchers (#3128)
- DHCP leases (#10910)
- any other data files in the future

I was just talking with Steve B earlier this week about the way these options are worded. They shouldn't be negative like this. Instead of "Skip" it should be "Include" and off by default so users opt into adding the extra data to the backup in a more intuitive way.

Seems like a good time to change it all up since more options are being added.
