add a way to change failover from secondary; to primary;
add mclt and split field when you select primary

remove the need for carp or make it an option to let different configuration able to run
there could be a scenario where someone wants a running DHCP server as a load balancer or failover on others device where there is no pfsense running

Adding a control to DHCP in general or per-interface for this seems like it would be excessive and confusing. Not viable. There may eventually be a global HA setting for primary/secondary that could be leveraged here but not in DHCP settings.
The main problem from that thread already has an issue: #10270
