Add option to mail report pkg to skip sending email if no output

Description
Provide an option to skip sending the scheduled email if there is no command output or log content generated by the report. This should be configurable at the report level (status_mail_report_edit.php) and should be indicated on the email reports summary table (status_mail_report.php)

Will this be automagically cherry-picked to RELENG_2_4_5 branch (for mailreport package version 3.5.x), or do I need to do a separate ticket / PR for that branch?

No, it will not happen automatically. Please submit a separate PR for RELENG_2_4_5 branch

Tested on 2.4.5_p1 and on 2.5.0-DEVELOPMENT (built on Wed Nov 11 01:06:53 EST 2020)
There is an option 'Skip If No Content' now.
This feature request can be marked resolved.
Note: There is a typo on 2.4.5_p1 - description for this new option is "If checked, no email will only be sent if there is output from the commands or content in the log files."
The text is correct in the package. When the box is checked, it only sends the e-mail if there is output. Adding the "no" there would make it incorrect.
