openPackages unexpectedly removed when changing update branches

Description
FRR will be removed in 2.4.5-p1 if you set System>Update to the branch to Previous Stable:
to produce the issue in new 2.4.5-p1- install new 2.4.5-p1
- System>Update>system Update to previous stable ver. (2.5 is not in options)
- install FRR
- new ver. notification was not shown up in dashboard.
- change System>Update>Update Settings to 2.5
- update notification will be shown up in dashboard
- change System>Update>system Update to previous 2.4.5 deprecated
- FRR has been removed

The NUT package is also automatically removed under similar circumstances.

I can confirm this behavior with NUT and FRR as well. Users who rely on FRR but aren't ready to update have experienced outages from changing their update branch to previous stable in order to install new packages on 2.4.5p1.
