Packages unexpectedly removed when changing update branches

Description

FRR will be removed in 2.4.5-p1 if you set System>Update to the branch to Previous Stable:

to produce the issue in new 2.4.5-p1
  • install new 2.4.5-p1
  • System>Update>system Update to previous stable ver. (2.5 is not in options)
  • install FRR
  • new ver. notification was not shown up in dashboard.
  • change System>Update>Update Settings to 2.5
  • update notification will be shown up in dashboard
  • change System>Update>system Update to previous 2.4.5 deprecated
  • FRR has been removed
