FreeBSD 12.3-PRERELEASE

Bind only starts once:

Starting package pfBlockerNG-devel...done.
 Starting package PIMD...done.
 Starting package bind...done.
 Starting /usr/local/etc/rc.d/pfb_dnsbl.sh...done.
 Starting /usr/local/etc/rc.d/pfb_filter.sh...done.
