Description
On 2.6.0.a.20210604.0100 the state counters on the firewall rule tabs are showing 0/0 again. We had a similar issue in #11775 but this may be different as there was another round of pf changes that have been merged after that point.
2.5.2.b.20210604.0300 is OK but it doesn't have those pf changes included yet, but if they are getting merged in, it will need the fix as well.

Fixed in 2.6.0 and 2.5.2.
The tracker ID wasn't being saved rendering the counters useless.
