FreeRADIUS fails to authenticate users

Description

Tested on pfSense-23.01.a.20221104.0600. Same setup works in 22.05.

Using the FreeRADIUS package as a RADIUS authentication backend in OpenVPN gives the following error in the OpenVPN logs:

Nov 6 09:53:42 openvpn 16380 openvpn.auth-user.php: Error during RADIUS authentication : No User or Chap Password attributes given

It also fails from a NAS/Clients (in this case, for wireless user auth):

Nov 6 09:58:33 radiusd 21410 (2808) Login incorrect (Failed retrieving values required to evaluate condition): [4c:c9:xx:xx:xx:xx/4c:c9:xx:xx:xx:xx] (from client VLAN_ADMIN port 0 cli 4C-C9-XX-XX-XX-XX)
