Upgrading from Tailscale 0.1.3.1 to 0.1.4 does not start tailscale after upgrading

Description

After upgrading Tailscale from 0.1.3.1 to 0.1.4, Tailscale was not running according to the status page.

I was able to get it running again by disabling and re-enabling Tailscale from the VPN -> Tailscale page.

Tailscale should auto-start after the package upgrade so that it doesn't break network connectivity.
