closedUpdate andwatch to v2.3.0

Description
Andwatch version 2.3.0 is available in upstream FreeBSD ports.
Version 2.3.0 removes the check of arp target hardware address in arp reply messages, which eliminates log spam generated by Android based devices:
received packet from xx:xx:xx:xx:xx:xx with unexpected target address for xxx.xxx.xxx.xxx: expected xx:xx:xx:xx:xx:xx, received ff:ff:ff:ff:ff:ff

ANDWatch 2.2.0 is the current version in 26.03 of Plus. However, 2.3.0 is only currently built on FreshPorts for amd64. aarch64 is still on 2.2.0.
Until all arches are available with the latest, we'll need to hold off on updating the package.

I wasn’t aware that pfSense was dependent on Freshports builds. I thought Netgate explicitly performed all builds for pfSense packages — is this incorrect?

pfSense is not reliant on Freshports builds. However, the presence or absence of a build reported in their system is a good indicator of whether or not the port successfully builds on a given platform.

If it didn’t build, I would be receiving notices from FreeBSD.

I went and looked at what shows in FreshPorts. Not sure what is going on there, but FreshPorts does show 2.3.0 for aarch64 for FreeBSD 15. Not sure why the others do not show as updated, but it does build.
