Description
The current System logs are getting a bit crowded.
In discussion with Chris we thought making System a 2nd tab row, like the current VPN tab.
Wireless can move in there.
Needs a new tab for the apinger process called "Gateways".
/var/log/gateways.log
Needs to put the apinger entries into that log in system.inc (syslog setup)
Needs a new tab for the dnsmasq/unbound/filterdns process called "Resolver".
/var/log/resolver.log
Needs to put the dnsmasq,unbound and filterdns entries into that log in system.inc (syslog setup)
Maybe move IPsec and OpenVPN tabs in there as well.

Are we going to move System under a new top-level tab?
If yes what's that new top-level tab going to be called?
If no what existing top-level tab?
Are Gateways and Resolver going to be top-level?
If no, which top-level do they go under?
I think we'll be fine if you just straight-up specify what the new tab hierarchy will look like.
