Add Status > Services entry for radvd if RA is enabled

Description
We should have an entry under Status > Services for radvd if it's enabled for any interface, to follow the custom of our other similar daemons.
Added in commit:0ed8d746e2.
Needs Feedback / Closing.
Seth or Darren will need to look over the enable test probably, I'm not sure what all is needed there.
Don't forget about the widget, too :-)

I see radvd in the Status: Services screen and the Services Status widget. It appears to correctly reflect the state of the radvd daemon, and stopping and starting radvd seems to work correctly.
