Interface group rules are incorrectly ordered in the ruleset

Description
The rules are supposed to be ordered like so:
Floating rules, interface group rules, user rules
But currently they are ordered like so:
Floating rules, WAN rules, LAN rules, Interface Group rules, OPTx interface rules.
The inconsistent ordering will lead to unintended consequences in behavior for the groups containing WAN and LAN.

Close but a little more needs fixed. My manual groups are getting sorted properly, but the VPN rules are also technically groups and should be included in the ordering. So it should have OpenVPN, IPsec, PPTP, PPPoE, L2TP, etc, in between user groups and the remainder of the ruleset.
