Description

There have been a few instances of people developing their own packages and telling users to switch to a non-official package repo (or providing a script that does so without telling the users what is being done). This is bound to cause problems for users in the future if they do this (aside from obvious security concerns) as the unofficial repos are highly unlikely to be kept up to date, so there needs to be a warning at the top of the page when you browse to System > Packages if using anything other than the official package repo.

Note this has to be done in a way that also accommodates rebrands and their official repos.
