Freeradius OTP verify is missing the shebang

Description

I was playing around with pfSense 2.2.6 and FreeRadius OTP authentication. What I found is, that the /usr/pbi/freeradius-amd64/local/etc/raddb/scripts/otpverify.sh is missing the shebang in its first line. There is just a "#!" where there should be a "#!/usr/local/bin/bash". I will have a look at 2.3 tomorrow, but wanted to drop this here anyway just so I won't forget.

We tried with pfSense 2.3 today and we couldn't even find the otpverify script but everything worked most of the time. So this seems to be a 2.2.x issue only.
