Description

After adding a CARP VIP (at least, possibly others), you end up with a <vip/> or <vip></vip> tag above the configured VIP. To replicate, just add two CARP IPs and check the config.xml.

It makes blank entries show up in the VIP lists.

Do not try to bring down a CARP VIP for an entry that does not exist yet. Fixes #819

Do not require a refernce passed because seems php likes to screw with it internally. This should have be the second belt at Ticket #819.

No, #152 was a xmlreader-specific issue. I should note this does the same thing with both parsers, so I don't think it's a parser issue unless it's one that affects both of them.
