Description

When using High Avaliablity, some inconsistant logs are displayed

Note : services_captiveportal_vouchers.php: The Captive Portal voucher database has been synchronized with  (pfsense.exec_php).

These logs are part of outdated code that probably should be cleaned up...and High Avaliablity settings should probably be moved to the User Manager.
