Actually it isn't the PHP errors causing the problem, those are only a symptom. Updated the subject and description to match what's really happening.
The first package check/fetch run didn't catch that this was necessary:
New packages to be INSTALLED:
aws-sdk-php73: 3.63.1 [pfSense]
[...]
It then failed to download because it didn't have connectivity at the time (which is expected -- it should have been downloaded before the reboot)
pkg-static: https://beta.pfsense.org/packages/pfSense_master_amd64-pfSense_devel/All/aws-sdk-php73-3.63.1.txz: No address record
At that point it stopped updating anything else and then booted in a state that wasn't completely upgraded, explaining the remainder of the errors.
It would help to know which packages you had installed at the time, as that file is not installed with the base system.
