Fix up recover_configxml.sh logic. Fixes #12809

• Determine ZFS pool automatically
• Mount cf dataset if it isn't mounted automatically (default is noauto
  on latest ZFS dataset layout)
• Separate out SSH recovery logic from config recovery logic
• Don't exit early if we can't recover config.xml...
