Can confirm that this experience on mobile devices is a thing, but not sure there is any way to "fix" this without designing an entire mobile UI for pfSense. Since administration of a firewall is typically not done from a mobile device, this should be a very rare issue to run into.

This is the nature of the way the user has set the menu in the preferences.

Under System > General, if "Top Navigation" it set to "Fixed" then there is no way to reach the bottom of long menus. There is a note about that in the GUI ("The fixed option is intended for large screens only."). Set it to scrolls with page and then you can reach the bottom of the menu.
