I was able to replicate the reported issue on the 23.09.1 pfSense Plus release.

After disabling NetBios, there were still some related settings in the config.xml

<netbios_enable></netbios_enable>
<netbios_ntype>1</netbios_ntype>
<netbios_scope>12</netbios_scope>

It's fixed in 24.03

I am closing this ticket as resolved.
