So have been able to duplicate this, see this thread.

I have a post that shows it, but pretty sure can easy reproduce.. Will another post in that thread

Negative value of lease time have been several times, so now i can't reproduce it.
About static / dynamic arp my request is duplicate -> https://forum.netgate.com/topic/184155/static-arp-in-dhcp-overwritten
