rc.savecore errors prevent boot in ZFS

Description

When a crash-dump is created after a panic rc.savecore is triggered at the next boot to save that file to /var/crash.

However if that operation fails for any reason, such as /var doesn't have enough space, the boot sequence fails and the BE is marked as a boot-failure.

Because the swap space is shared with all BEs that means non will boot without manually removing the crash dump.
