Disabled static route entries trigger 'route delete' error at boot

Description
I've got a site to site openvpn setup. On the server i've got "remote networks" setup. On system reboot, this remote route is not added to the routing table, when i got the same route configured as a DISABLED system static route.
When I delete this system static route, it works fine, but a disabled route should not be able to interfere with the system.

Merged and cherry-picked to 2.5.1

after creating the same openvpn route as static, the route table will add static route Gateway(not openvpn GW)
after disabling the the static route , openvpn route GW will not be shown up until restarting openvpn service.
