index.php: There is no way to restore the system information widget if it's removed

Description
The 2.3 system information widget is currently removable using the normal 'X' button. Having removed it there is no way to restore it because it does not appear in the list of available widgets.

Not sure why it is coded that way. There are two obvious solutions: Prevent the removal of the SI widget, or make it restorable like the other widgets. Any preference? I think someone has already suggested that it should simply not be removable, but the effort is the same (small) either way.
I thought you'd mentioned it couldn't be removed Steve Beaver, but couldn't recall exactly what the context of that discussion was. In 2.2.x, you can remove it, and it's available in the list to add it back.
I'm fine with either preventing its removal entirely, or just making sure it can be added back when it is removed. Don't think it matters either way.
I have seen use cases for allowing it to be removed/restored. Users who are restricted to only viewing the dashboard and only a limited widget selection for example.
I've seen several customers who have removed the system information widget.
I'd personally be in favour of keeping the 2.2.X behaviour.

Removed bogus code that forced system information to be first in the list. It was trashing the display setting.
Added JS to always add system_information to col 1
