Automatic CARP/VIP rule refinements. Fixes #13908

  • Perform a filter reload after deleting a VIP. This is important not
    only for CARP but other VIPs, since they may be referenced in places
    such as tonatsubnets and/or interface macros.
  • Only add CARP rules to the ruleset when there is a CARP VIP...
