ECL can modify a discovered config file

Description
When importing a config using the ECL if a config on an external drive contains RRD data that will be removed from the file on the external drive during the import.
That's unexpected and it means a user can only run the process one time before having to manually replace the file.

can confirm this occurs when using ECL on 25.03.b.20250424.1928 and 25.07.a.20250426.1531, when inspecting the contents of the USB that was used, a configuration stripped of RRD info is left in the root directory after booting has completed

Updating status to Confirmed, as we have two tested reports.

Another symptom of the same root cause is that the ECL may fail to restore the config.
